$20 1990 FRN MISSING OVERPRINT ERROR - No Serial Numbers Or Seals! PMG Ch Unc 64EPQ

Incorrectly labeled by PMG as an "insufficient inking error" this note actually is a MISSING OVERPRINT! The most likely explanation of this mistake is that multiple sheets entred the overprint press at the same time and only the top received the ink while all received the embossing or "blind impression" of the overprint.  This small head twenty has been preserved with full originality allowing us to appreciate the embossing of each printing...including the overprint! Congratulations to the collector that secures this mistake!
