Correctly labeled as a Missing Overprint Error, this sheet entered the overprint process, but was stuck underneath another sheet. The top sheet received the ink; both sheets received the pressure (embossing.) As such, there is blind embsosing of the District Seal which allowed the graders to corretctly identifiy this mistake as being from the Cleveland district.
