$1 2009 FRN Over-inked District Seal Ch CU

The black district seal should read "Federal Reserve Bank of Boston Massachusetts," but there was too much ink which completely obliterated any evidence of the word "bank" ever intending to appear. The error may be minor in size, but it's certainly major in importance.
