Giori Test Notes were printed in West Germany in the 1950s.
They should have been destroyed, but it is permissible to collect these interesting items as they are not obligations of the United States. Also, make note of the cancellation bars that are printed through the portraits. This is the scarcer Giori variety with Lincoln, Jefferson, and Grant portraits. Gioris are known by their center portrait, either Jefferson or Washington, with the Washington examples being printed in 1976 in Geneva, NY and they are known in much larger numbers than the Jefferson center portrait examples. All Jefferson Gioris have inverted backs featuring the Lincoln Memorial.
